That absolute power corrupts absolutely has already been discovered. That was in relation to individuals. Is it possible to extrapolate that point of view to communities, countries and maybe even whole civilizations?

of course, the point of view applies to any area where human corruption could be defined, i.e. any human group or individual activity should be subject to the statement.
